There you can give him a fief and ask for one gold in return. Don't bother giving them anything - they can join other clans and all the stuff you gave them switches to their new kingdom. if you convince and pay a clan them to join you, their castles and cities don't switch to your empire though.
Vassal 1 has 100% of the support. Ruler 1 has 0% of the support. Vassal 2 has 0% of the support. Vote on Vassal 1, click 50, 100, or 300 (doesnt really matter), but the voting goes to the Ruler, and the Ruler recieves the castle. You can spend 200 influence to force a re-vote on a fief's ownership, then your name will be there. That's how I yoinked 3 castles and 2 cities. Of course their previous owner won't like you much, but screw them, I DESERVE THIS! I did try that. But my name were still not on the voting table. And I agreed, we deserve every settlement we conquered!!!

The culture of the settlement will not change despite what faction owns it. Hoping this changes, there were plenty of mods in warband that helped with this. You can just look at the settlement itself and tell. The settlements have unique looks to them based on their culture. Go inside, have a look around.
Not really something like culture changing to the ruling lord after some years 2-3 could be good. More like 100~150 years. Could be less than a dozen with enough effort. Culture changes can happen quite quickly if you know what you're doing. For the purposes of this game a few years might be a reasonable consideration.
